In flood insurance, a building is considered walled and roofed when it has at least two rigid exterior walls and a fully secured roof that is capable of resisting flotation, collapse, and lateral movement.
This standard is used by the National Flood Insurance Program (NFIP) to determine whether a structure qualifies as a building eligible for flood insurance coverage.
The roof must be permanently attached and constructed in a manner consistent with local building codes, while the exterior walls must provide structural support and enclosure. Temporary, fabric, or open-sided structures generally do not meet the walled and roofed requirement.
